Integrating Green GDP with Input-Output Analysis for the Study of Eastern Region Industrial Developments

The economical conditions of eastern Taiwan have always been outperformed by the west due to the late development caused by the geographic factor. In 1990, the government proposed the strategy of the so-called "transferring industries to eastern Taiwan" for the purpose of balancing the development among regions, so as to boost eastern areas in terms of industrial development, and to reduce regional difference. High unemployment rate and lower income over recent ten more years, however, still remains in the east. By analyzing inter-industry relationships, this study attempts to discover what the industrial strategy has contributed, and if it, as proclaimed, is beneficial on driving region advancement. As the global environmental consciousness rises, there have been recently more and more environmental issues regarding to eastern region. Most are related directly to the industrial investment of the past, such ventures not only include cement manufacturing, which was the result of the strategy of transferring industries to eastern Taiwan, but also early-developed industries like pulp and fertilizers manufacturing. These industries have caused a great deal of environmental pollution and controversies. Previous similar investigations indicate that, the majority of pollutions was caused by the traditional emphasis on the GDP, and always ignored the increase of social cost inflicted by environmental waste. In light of this observation, the study combines Generalized Input-Output Models, from the environmental aspect, to analyze the pros and cons of expanding industries to eastern Taiwan, and clarify the roots of the environmental controversies. After investigation and verification, the main conclusions and suggestions are as follows, 1. From the efficiency of inter-industrial linkage in 1990, it would not be inappropriate to select cement manufacturing as the target to the strategy of development at that time. Also, evaluating the effect of realized linkage from the economic aspect, this industry and tourism both benefited from the boost given by the strategy, so that their economical position have been advanced in this region, with the growth on both forward-linkage and back-linkage. On the other hand, though the development of cement manufacturing can increase the region’s entire economic output, it contributes less to the employment rate and income than tourism related industries. This indicates that for the purpose of improving the living of inhabitants, the government should choose to promote tourism more actively. Thus, the benefits of the investments can be efficiently channeled to the residents. 2. Treated from integrated environmental aspects, the result analyzed by final-demand-coefficients shows the cement and chemical fertilizers manufacturing, among significant industries that used to develop in the east, are uneconomical industries because they cause resource depletion. Also, pulp and cement manufacturing, developed under the strategy of transferring industries to eastern Taiwan, are the industries that pollute the environment the most. On the other hand, the resource that tourism related industries consume and the pollution they bring about are less per the same unit income added. Apparently when considering regional sustainable development, the government should focus on industries such as tourism to develop in the future.
