A Research on CCP's Strategy toward Taiwan under China's Strategy of Peaceful Development

SUMMARY: In response to changes such as the rise and decline of powers and the accelerated adjustment of relationships among powers, the Chinese Communist Party(CCP) put forward the so-called “Peaceful Rise” statement to alleviate the repellance and resistance to its rise to a power under the international strategic environment, hoping that can eliminate the argument of China Threat. However, because that the word “rise” is controversial, CCP officially resume “Peaceful Development”, a statement proposed by Deng Xiao-ping, as its presentation keynote in the second half of 2004. This thesis takes the intrinsic and external factors that contribute to the rise of CCP as its axle to explore the influence of the strategy of Peaceful Development on CCP’s policy toward Taiwan and the evolution of this strategy, emphasizing the analysis of CCP’s strategy toward Taiwan after the 16th National Congress of the CCP, especially after Hu Jin-tao took full control of the administration. After reviewing the attitudes of the 4th generation leaders of CCP on the Taiwan Strait Issues, we find that they have integrated the Taiwan Problem as well as the future and fate of China into the overall consideration of the “Peaceful Development” strategy. Just as the impression that Hu Jin-tao and Wen Jia-bao give others, their attitudes are seemingly mild and soft, but in reality, firm and principled. Our study finds that, “Peaceful Development” mainly serves as a foreign strategy to CCP. Furthermore, CCP also proposed an administration idea of building a “Harmonious Society” in the Fourth Plenary Session of the 16th National Congress of the CCP in 2004, aiming to achieve the goal of “winning support from both domestic and abroad”. However, as regards to how to face and solve the “Taiwan Problem”, Zheng Bi-jian simply did not give any relevant discussion in his argument of Peaceful Rise. Then in the Spring of 2005, Lian Zhan, the president of Kuomintang(KMT) of that time, went to Mainland China for a Peace Itinerary on CCP’s invitation. This event symbolizes the Road to Reconciliation between CCP and KMT and provides a concrete example of “Reconciliation with Taiwan”, a proposal put forward by Zheng Bi-jian in his argument of Peaceful Rise. Thus “Peaceful Foreign Policy”, “Harmonious Internal Policy” and “Reconciliation with Taiwan” have been listed parallelly as three legs of the tripod of the country’s strategic theory of “Peaceful Rise”. Presently, CCP has a wide vision when thinking of the Taiwan Problem. As Mainland China has boasted that it is shouldering a heavy responsibility in its rising process and it will take up the responsibility to maintain the peace in Asia as well as the responsibility to promote the harmoniousness of the world, therefore, when it comes to the Taiwan Problem, so long as the development of the situation does not lead to the serious Taiwan Independence, which will ruin the cross-strait relations, Mainland China will be unlikely to adopt extreme measures to handle this issue. Peaceful Development is the major idea of CCP’s policy toward Taiwan in the current stage, as well as the core of the Taiwan-related chapter(s) in Hu Jin-tao''s report to the 17th National Congress of the CCP. In this report, that CCP will adopt Peaceful Development as the theme of its policy on Cross-strait Relations is emphasized. Based on these observations, it is worthwhile to expect that the “One China Principle” part of CCP''s policy toward Taiwan will present a trend of “more flexible” and “more softened”.
