Explore the application of OHSAS 18001 of the security and health administration system by manufacturing factory and compare the systems of various countries

The research is divided into 3 parts. Part 1 studies the safety & health management system between Taiwan and more industrial advanced countries and compares the difference of the Safety & Health Management System between Taiwan and other major countries. Part 2 applies OHSAS 18001 management mode to propose the operation mode of manufactory safety & health management mode to effectively execute safety & health policy and implement hazard identification and risk assessment to find out the major considerations in safety & health and determine the priority in handling and establishing the targets and objects of eliminating hazard and reducing risks and management program or plan in the hope of building safety and health management to achieving the goal of reducing occupational hazards. In Part 3, employees of manufactories implemented with OHSAS 18001 Administration System certification are surveyed with questionnaire to find out the efficacy of implementation of Labor safety & health system and OHSAS 18001 system. It is found through this research that most of industrial advanced countries in the world have Labor Safety & Health Committee with all functions conferred, including decision making, execution and supervision, but, Taiwan has only the consulting and research functions. In Taiwan, the member of Committee shall be 1/3 or more from labor while Japan, UK and USA require no less than 1/2. It is suggested that the ratio of Taiwan shall be adjusted to be 1/2 or more to expand the involvement of labor. The competent agency shall empower the committee with increased regulatory authority, so that it would be operating with power. Most of the safety and health administrators are acting as part time job. It is better to turn it to full-time job. The approach of Japan may be copied that competent agencies of central government shall have to power to command employer to installed or remove safety administrator and health administrator when it deemed to be necessary for preventing occupational hazard. Most of companies in Taiwan implemented with OHSAS 18001 System entrusted Safety & Health Department as the actual executing unit and the persons involved in field works are environmental protection and industrial safety personnel and employees participated in the job are very limited. This can be seen from our survey that most of the interviewed do not have fair knowledge about OHSAS 18001, and they do not feel the effects of OHSAS 18001 of bringing new customers and in other effect. This research has conducted questionnaire investigation into the accredited manufacturing employees of the the OHSAS 18001 administration system. Out of 250 copies of questionnaire in total which have been sent out, 225 copies have been returned and after eliminating the invalid ones, there are only 200 copies left. 73% of the returned copoies believe that the questionnaire investigation into the OHSAS 18001 system is imperative, and 27% don’t believe so. When investigating into the reasons for its necessity, 40% of them believe the company itself has no ability to put it into execution and 29% think that the cost is too high and 22% believe it is ineffective. It seems that the performance of implementing OHSAS System in Taiwan is not as good as it should have been expected. Competent agency shall guide and assist to build the system into daily routines, stead of assisting them in securing license / certification. An the agency shall encourage the companies without OHSAS 18001 system to establish autonomous protection system and promote the integration of ISO 9000, ISO14000 and OHSAS 18000 to cut paper works, waste in time and manpower.
