During the past decades, Taiwan adopts the conscription military system to recruit general soldiers and took voluntary military system of recruitment to acquire the source of military officers and sergeants. So the military service system of Taiwan is a co-existing system of conscription and voluntary recruitment. Nowadays, the technology development of the defense equipments and weapons is fast and the war types are much more different than before. The demand of soliders with professional skills is increasing. The soldiers should be more and more professional and occupational. The military should hire staffs with high quality and are willing to serve long duration military service as well. Therefore, we should investigate if the existing military recruitment system is still effective for today’s environment and, if it can satisfy our the requirements for building the modern military force. First, the essay will review the domestic and international literature, then introducing the historical background and developments of some major countries’ military service systems. After that, the essay will take the Dunn’s policy argumentation (Dunn,2004)examining approach to observe the debate process among the involved parties, such as the governmental institutes, scholars, experts and elected representatives and analysis the developments of each party’s arguments. The essay aims to find out the positive and negative assessments proposed during the process of the debates on whether Taiwan should adopt universal volunteer recruitment military system or keep on the conscription-volunteer recruitment hybrid system and analysis and provide the military service authorities such as the Ministry of Internal Affairs and Ministry of Internal Affairs a base for the consideration of military service system reforms and therefore help the authorities to develop a military system which meet the man power requirement of peace and war time and the expectation of the citizens.
