A study on applying Security Vulnerability Analysisto hazard management in chemistry plants

Popis: | 95 The threat of terrorism manifested on September 11, 2001, prompted renewed congressional attention to the potential risks to public health and the environment posed by facilities handling large quantities of hazardous chemicals. Congress addressed chemical facility security when it enacted legislation establishing the Department of Homeland Security (DHS). The law requires analysis of vulnerabilities and suggestions for security enhancements for"critical infrastructure.” This study investigated forty five manufacturers in Taiwan. The uses included 30 domestic manufacturers and 15 foreign manufacturers. This study survey and analyze security vulnerability analysis and preventive management program for selected chemical facilities by general questionnaires in order to investigate the effectiveness and execution results and compare to American security practice. The conclusions from this study can be summarized as below: 1.The results show about the half of foreign enterprises (58%) had already conducted SVA and implement preventive program; but all the domestic enterprises didn’t implement yet. 2.The result also show the enterprise in Taiwan usually use Hazop method(90%) for process safety analysis, but for FTA and Consequesce Analysis method seldom be used for process safety management, analyze just 23% for FTA and 30% for Consequesce Analysis. 3.The ranking for prevent deliberate threats in the enterprises of Taiwan. The first priority is access control ( 24% for domestic manufacturers ; 21% for foreign manufacturers). The last ranking is Information and Cyber Security. 4.92.5% of enterprises have already implemented emergency response training and drill periodically, but just only 30% of training and drill have included deliberate threats, terrorism attack … and other intention purpose of causing harm. The suggestions from this study are: 1.Suggest enterprises in Taiwan should start to introduce SVA, strengthen the process safety management, and make schedule to implement the program. 2.Suggest local government organize a specific institution to support enterprises for SVA and process safety implementation.
