Regulation of Hill Silde and Supply of Aggregates--a Case Study in Guishan Exclusive Quarrying Area

Popis: | 95 Aggregate, the basic material for construction sectors, is an un-replicable constituency of concrete. In Taiwan, there are three main supplies of aggregates--river''s dredging, quarrying and imported from oversea. Before 1990, most of aggregates were supplied by river''s dredging, but after a long period of dredging, sand and gravel deposit in the river bed had depleted. Meanwhile, the reservoirs and check dams on the upstream also have decreased the sedimentary rate. The two factors have simultaneously reduced the aggregate production from river''s dredging. Second, sand and gravel quarrying is not sufficient to supply the aggregate demand. The reason is that quarrying is difficult to get permission due to environmental protection movement, neighborhood''s opposition and water and soil conservation in the hills, so government issues very few permits every year. Third, imported aggregates are not the reliable supply because the transport capacity is restricted by ports and inland road. Especially the long distance inland transportation by trucks has caused neighborhood strongly against trucks loading with aggregates to pass their neighborhood. Therefore, the shortage of aggregate supply becomes a serious problem in Northern Taiwan. In Northern Taiwan, the aggregates mainly come from Eastern Taiwan and Hualian County (Eastern Taiwan), from which mainly transporting by sea. The other supply of aggregates in Northern Taiwan is from surrounding counties by inland transportation. Ironically, there are abundant aggregate resources in Northern Taiwan because the surrounding hills are sedimentary rock—especially in Guishan area (Taoyuan County and Taipei County). The Guishan Exclusive Quarrying Area (GEQA), designed by the Bureau of Mines (BOM), is abundant in aggregates. When the BOM tried to quarry the aggregates in the GEQA, it faced strongly opposition from the local governments, which includes counties and townships, and local citizens. Therefore, the GEQA unable to develop has made the situation worse in Northern Taiwan. The regulation of Ta-Liao-Keng River (near the Guishan area) fails so the downstream of the river frequently floods during the raining season. At the same time, many pits caused by illegal quarrying have drowning several tourists in the past decade. If the GEQA can success to develop, not only these pits can be refilled with these extractions but also the shortage supply of aggregates in Northern Taiwan can be solved. Thus, the thesis will focus on the GEQA, regulation of Ta-Liao-Keng River and pits refilled in the region to discuss what the mining administration shall do in the future. At the same time, it also studies the demand and supply side of aggregates in Taiwan as well as the obstacles of the GEQA development. Furthermore, the study tries to find out the solution of aggregate shortage problem in Northern Taiwan and the reclamation of the GEQA. |
