As a result of the advance in technology at tremendous speed by leaps and bounds, the school (specially scientific and technical university) acts a very important role in the economy grows, Industry-University research and development, the innovation incubation promoting is scientific and technical university''s life. In the last few years kinds of Industry-University research, innovation incubation, and cooperative education unceasingly bring the new out of the old, but we can throughout discover the gap between the school industry center or the innovation incubation center and the industrial field, so that cause "the technique transfer, the patent" just as loud thunder brings little rain. If there is a communication bridge between the school and industrial field which must be able to overcome this barrier, this bridge is also this article position --- establishment of research and development section. Literature discussion, expert conference and thorough talk, questionnaire survey, software analysis showed that research and development unit''s existence, truly has its necessity and the substantive use. It acts the bridge between school and industrial field, also stand in the first line of Industry-University Research and innovation incubation, because it most understand the condition and the ability of the institute This kind of center will act the positive role, greatly obviously reduce the burden between teacher and schoolmate (administrative work procedure, outside contact and so on tedious work), its result will cause vigorous development for the industry-university research and the innovation incubation. This article purpose is to discuss this center operation mechanism and will be able to provide the relating administration reference.
