Decision-Making Model for Water Resources Sustainable Development Policy

Faced with a ever increasing environmental problems including the wanton destruction of our ecology, climate change, depletion of natural resources, etc, the principles of sustainable development have become a major focus point for water resources policy in the 21th century. In Taiwan, the government, experts and general populace have reached a common consensus on the principles of sustainable development, but, however, lack a proper sustainable development evaluation tool to guide government policy. Therefore, in practice, water policy has been remained to the traditional cost benefit optimization model. This type of policy model is unable to properly assess the effects of water projects on national economic development, eco-environment and public services. An optimal plan in the cost-benefit model would be to approve the most benefitical water resources development and exploitation or flood-prevention engineering plan from an engineering standpoint. This is diametrically opposed with the principles of sustainable development. The main impetus behind this study is to develop a water resources policy model that will effectively implement the principles of sustainable development. After retracing theories of sustainable development and current trends in water policy decision-making, this study proposes a comprehensive model based on the three basic principles of sustainable development: economic development, eco-environment and public services. The quantitative analysis of sustainable development principles targets virtual reservoir, macro-economic, public-need surveys(using AHP and Game theory)and aqua-biological assemblage change surveys(using Non-Metric Multidimensional Scaling Analysis method). The virtual reservoir model is appled for industrial water censervation policy. Results illstrate that government compensation is the key of success of water conservation policy. The macro economic model is utilized for the adjustment of water prices. This model is expected to reduce the economic aftereffect of water price increases to a minimum. The public-need surveys model is used on water resource conservation policy and can appraise the most suitable measures acceptable to residents in the watershed area. The aqua-biological assemblage change surveys model can be applied in eco-engineering problems and can accurately assess the impact of the construction projects. The verification of the above models proves that they can indeed be used for the advancement of sustainable development policy measures.
