A Study on Establishing Effectiveness Indicator of Innovative Management in Elementary and Junior High Schools with Concept of Balanced Scorecard

Popis: | 95 Since elementary and junior high schools are facing fast changing and keen competition, innovative management has become a dominant theory in current administrative thinking of schools. Therefore, the purpose of this study is to develop effectiveness indicator of innovative management in elementary and junior high schools referring to the concept of balanced scorecard, conduct research in schools and propose result and suggestions. For development of the indicator, this study established effectiveness indicator of innovative management and relative weight system in elementary and junior high schools with Literature analysis, Focus-group method, Fuzzy delphi method and Fuzzy analytic hierarchy process. During the process, two-stage expert review was adopted conscientiously and practical investigations and inspections were conducted in schools awarded Excellent Award and Class A Award in 2006 Inno School Management Innovation Competition and those did not take part in the competition. Survey research method was adopted in the investigation and inspection. 45 public elementary and junior high schools were selected randomly and 888 questionnaires were sent out in which 631 questionnaires were valid. Descriptive statistics and analysis of variance were used to process the data in result of the research. The result showed that establishment of effectiveness indicator of innovative management in elementary and junior high schools with concept of balanced scorecard had better degree of confidence and validity and could be regarded as a tool of evaluation of innovative management effectiveness in elementary and junior high schools. Major conclusions of this study are as follows: I. Meaning and concept of innovative management effectiveness in elementary and junior high schools 1. Purpose of innovation management is to ensure education quality in schools. 2. Innovation management effectiveness is an important new subject of management of schools 3. Innovation management effectiveness has multiple meanings. II. Related theories of innovative management effectiveness in elementary and junior high schools 1. Open system model emphasizes that only innovation management can reconcile pressure from external environment of schools. 2. Chaos theory believes that schools in unsettled environment shall innovate constantly to maintain the competitiveness. 3. Organizational learning theory emphasizes that schools must be turned into learning organization and change organization structures deeply. 4. Knowledge management theory believes that since knowledge is developing rapidly, schools must encourage learners to create knowledge. 5. Organization change theory believes that schools must change current situation and create new view for the school. 6. Organization reengineering theory emphasizes that schools shall possess the demand of reengineering and purpose of innovation is to promote competitiveness. 7. Total quality management believes that innovation can meet the demand of customer and maintain sustainable surviving and development of schools. III. Application of balanced scorecard in innovative management effectiveness indicator in elementary and junior high schools 1. Purpose of innovation management effectiveness indicator is to provide guidance for innovation management development direction for schools. 2. Innovation management effectiveness indicator can be regarded as tool of resource distribution and administrative management. 3. Elementary and junior high schools can use balanced scorecard to promote innovation management effectiveness. 4. Balanced scorecard can be used to establish innovation management effectiveness indicator in elementary and junior high schools. 5. Concept of balanced scorecard can be used to establish strategic evaluation indicator applicable to actual situation of schools. IV. Main strategies for improving innovative management effectiveness in elementary and junior high schools 1. Innovation administrative management effectiveness 2. Curriculum innovation effectiveness 3. Competitiveness innovation effectiveness 4. Environment innovation application effectiveness 5. Information application innovation effectiveness V. Establishing innovative management effectiveness indicator and weight system in elementary and junior high schools 1. Innovation management effectiveness indicator of elementary and junior high school can be divided into five systems and 76 sub-indicators. 2. Relative weight of innovation management effectiveness of elementary and junior high school includes administrative management, curriculum, competitiveness, information application and environment application. 3. Relative weight of innovation management effectiveness of elementary and junior high school shall be applicable current situation of innovation management effectiveness in schools. Based on conclusion mentioned above, this study proposed following suggestions as reference for educational organization, elementary and junior high school and future application. I. Suggestions to educational organization: 1. Designating organization in charge, researching and developing innovation effectiveness indicator 2. Integrating innovation management resource and establishing sharing platform of knowledge 3. Adopting indicative administrative guidance actively and assisting schools in innovation management 4. Introducing enterprise evaluation system and promoting management effectiveness of schools 5. Strengthening professional development of principal and establishing innovation culture of schools 6. Evaluating innovation effectiveness of schools and rewarding excellent management group 7. Subsidizing with funds of research and development and providing power of innovation management II. Suggestions to elementary and junior high school: 1. Adopting management effectiveness indicator and evaluating innovation management effectiveness 2. Establishing innovation environment and encouraging students and teachers to develop innovation 3. Establishing learning groups of teachers and encouraging sharing of knowledge and experience 4. The principal supporting administrative reform and promote innovation effectiveness of schools 5. Reinforcing knowledge sharing among teachers and improving power of teaching innovation 6. Introducing innovation into school plan and developing sustainable innovation management III. Suggestions on application of result of this study 1. Adopting fuzzy Delphi method to integrate suggestions of experts and sifting indicators 2. Adopting fuzzy analytic hierarchy process actively to decide weight of indicators |
