The aesthetic impact of public art in urban space--take Kaohsiung as anexample

Popis: | 95 In the history of social development in Taiwan and abroad, public art exists in all periods of time. However, it does not belong to a particular ism, movement, or fixed art form or school in the art history, but a concept that exhibits different images along with the change of cultural thoughts, political strategies, and social demands. This paper proposes a series of questions derived from historical development and urban context based on the concepts of “public art” and “urban space aesthetics”. First, since the Council of Cultural Affairs announced the “Regulations for Cultural Art Rewards and Subsidies” in 1992, public art has been widely discussed and promoted by domestic scholars and related personnel. This paper intends to organize the fundamental principles and investigative results on case studies of public art,thus clarifying the definition of concepts and providing a method and means in the process of practice. Therefore it can be served as the foundation for promoting public art in the future. Also, through different angles and interpretations, this paper aims to assist the dissemination and promotion of the concepts and practices of public art in the modern society of Taiwan. This study took Kaohsiung City as an example, and studied “Citizen Art Boulevard” next to Kaohsiung City Cultural Center, “Urban Spotlight” at the intersection of Jhunghua Road and Wufu Road, and 〝banks of Love River〞, which are representative models of public art for they are the public recreational and performance space accessible to all citizens. This study analyzed the interactive relationship between modern public art and urban space in details, and based on the installation approach adopted by Kaohsiung City Public Art Foundation Committee. It proposed guidelines on public art installation in other cities for future urbanization. The conclusions are as follow: (1) Public art affects the development of aesthetic style of Kaohsiung City`s urban space, and changes the urban architectures. (2) The style of urban space is the guiding point for the taste of public art. (3) Using public art form to bring people by or into the space can enhance the communication and exchange of people and activate the urban space. (4) The establishment of the “Kaohsiung City Public Art Foundation Committee” can be served as the operating principle for urban public art development. |
