Popis: | 95 Under the Government Procurement Law, the awarding methods to be used for the Multiple Award Bids are usually far less than the lowest Bids and the Most Advantageous Bids. Therefore, the bibliographic references and discussions regarding the Multiple Award models are fewer than the Lowest Bid and the Most Advantageous bid. The Multiple Award method is necessary and problem-solving for securing vendors delivery quantities, multiplying merchandises varieties, and minimizing procurement risk. The Multiple Award method can be written in bid documents for potential vendors’ reference and bidding preparation.The Government Organizations allow each item be awarded to one or several vendors with different quantities and combinations.In another word,awarding “Items” and “Quantities” are two important decision variables in the Multiple Award method.Therefore, the Government Organization can focus on how to maximize the total benefits through the Multiple Award method without limiting the competition among vendors when execute the Government procurement activities. The main purpose of this study is to use the Stackelberg Game Theory, the concept of the Conditional Value at Risk, and to conduct a decision support model for such a situation where the competing/cooperation behavior between the manufactures and vendors, as well as the awarding prices and quantities accordingly. In further research, according to our results in a case study, we also realized that the conflict of the order quantities and prices relationship when the Government Organizations select the Multiple Award method to support their procurement decision making. |
