Some scholars thought “people commit crimes, the crime are human natures”, it depends on education, law, and ethics, moral and so on. The crime can only be suppressed or driven away, it is unable to eliminate; but the community policing advocated solving the problem as a whole. The most important strategy is in the conformity of community public and private resources. It escapes from the idea that the police solve all problems “alone”. It still needs to be researched whether the public security problems can be solved only by the implements of the community policing. The essence of “the community public security” is: First, the establishment of community security maintenance system – to encourage community draw up security -examination map, which can discover the public security dead spots, and, seek the solution through the community security conference discussion.
