Simultaneously, to promote community perfect multi-dimensional development, in view of the community proposed the development targets and the necessary demand, the government conforms all the administrations, connects the plan resources, and assists its development step by step. However, the crime problem is not merely a public security problem; it is by no means the overall social problem, which involves the politics, the economy, the education, the health, the medical service, the transportation, the environmental protection, society politics, the family and the government by law and so on. The crime occurrence should not only because of the police enforcement of the law or the guard strength does not create. The economical depression, the unreasonable laws and regulations, the deficient efficiencies of civil administration, society politics, law and government…, all possibly create the crime problem. Some scholars thought “people commit crimes, the crime are human natures”, it depends on education, law, and ethics, moral and so on. But, in the practice, the idea of “solving is the best prevention” is held. The crime can only be suppressed or driven away, it is unable to eliminate; but the community policing advocated solving the problem as a whole. The most important strategy is in the conformity of community public and private resources. It escapes from the idea that the police solve all problems “alone”. It still needs to be researched whether the public security problems can be solved only by the implements of the community policing. The essence of “the community public security” is: First, the establishment of community security maintenance system – to encourage community draw up security -examination map, which can discover the public security dead spots, and, seek the solution through the community security conference discussion. For example, to install the street lights or the monitoring devices, enhance community inspection work and so on. Second, the realization of community disaster-prevention system – to promote the community disaster-prevention work, to help community establish the disaster-prevention idea and organize the folk rescue crew, raises the disaster urgent strain capacity and so on. The police administrations are subject to fall into the myth of “the community police politics” because of “the community public security”. It provokes the arguments between “the specialized law enforcement pattern” and “the community police politics pattern” police politics. Then derivates many questions about police such as the police validity, the police role choice, the police inside controls and outside controls, the goal of the police works and the order of priority and so on. It is the extremely important to research. The government carries out the Taiwan healthy community six-star plans. Because the work content involve many government units and the scope is extremely widespread, it embarrassed some local communities since the operations are unable to rely on, especially the civil administration units, the chiefs of village, community directors, community patrol team leaders, who play the pivotal roles in the impetus work.
