In the research of the public administration or the public policy educational circles at present, most scholars discuss the Chaos theory all focus on the part of the theory. The scholars seldom apply the Chaos theory concretely to the proper case, so this research is innovative. The Chaos phenomenon refers to a kind of lawless behavior governed entirely by law, it appears inherent random phenomenon in a self-organize of non-linear system, it originally demonstrates it from order to disorder. Follow this, this text assumes the allotment of the net revenues of lotteries on public welfare in Taiwan is a non-linear system. This text proposes such a proposition: the allotment of the net revenues of lotteries on public welfare in Taiwan appears Chaos phenomenon. The reason among them lies in avarice and ignorant of the human nature, organizations’ Ethnocentrism, the persuading of interests groups, etc. As to this the demonstration of a proposition is namely an argumentation main idea of this text. According to the regulation of relevant laws, the allotment of the net revenues of lotteries should be for the local government by 50% of the net revenues of lotteries to handle the social welfare and charitable activity, etc. But in the course of practical operation, the net revenues of lotteries is diverted by the local government. Social welfare expenditure of the local government, it generally occurs that the net revenues of lotteries substitutes for the original the financial budget, even substitutes for the budget of the social welfare subsidy. So the operation way of the allotment of the net revenues of lotteries is a kind of lawless behavior governed entirely by law, is a kind of Chaos phenomenon.
