A Study of Cross-strait Anti-corruption Mechanism via Global Prospects

Corruption is not just a regional concern but a global problem. People all look forward to a candid and capable government, expecting a good government which is capable of ridding off poverty and corruption. However, practices reveal that no matter poor countries, rich countries, socialist countries, or capitalist countries, are all bothered by corruption problems and the problems tend to be more and more serious in recent years. For this concern, this study aims at figuring out current status of global anti-corruption and anti-bribery and evaluating the measures and performances of related actions taken in cross-strait governments via indexes and related analyses released by international anti-corruption organizations. Causes for corruption or bribery, types of bribery related criminal cases, impacts of corruption and bribery on political situation, economy, and society, and related corruption problems and cases occurred in cross-strait governments were also investigated. Besides, this study also surveys and analyzes cross-strait anti-corruption systems and policies, e.g. anti-corruption facilities, anti-bribery regulations, anti-corruption strategies as well as measures, etc., and provides research views and suggestions for policy-making references in terms of taking the anti-bribery mechanisms operated in Hong Kong and Singapore into account, so as to provide guidelines for countering against bribery and corruption via effective policies and measures. A clean and competent government can hardly be achieved in one day, where concept of anti-bribery and anti-corruption should be rooted in mind for the public and form a common social value in advance. Constant anti-corruption education, together with sound administration systems, transparent official systems, salary increase of government employees, monitoring of free and active media, links with global anti-corruption communities, complete law system backups, and candid enforcement authorities are necessary to ensure a clean government in the long term.
