Research on Municipal Government System Reform

This study concentrates on the municipal government system and attempts to analyze the problems faced by municipal governments and the impasse related to “corporate liberalization” encountered by municipal governments, and thus find out the possibility of municipal government system reform, thereby identifying the issues and possible solutions for the purposes as follows: 1. to analyze the system based upon historic data and to illustrate the historic development, 2. to analyze the municipal government structure, functions, and day-to-day operations from the legal standpoint and to discuss the issues related to municipal government’s operations, 3. to discuss the backgrounds behind the resolutions made by National Development Commission as well as the responses and comments made by all walks of life so as to find out the feasible solutions for the system, and 4. to present tangible recommendations for reference concerning system reform. This study has found the following: 1. Municipal government systems were established in compliance with laws and regulations throughout all stages. Unfortunately, the self-government principles have been overlooked over the past decades. 2. The present system is faced with a number of issues and difficulties, which have to be solved immediately. 3. Both self-government and appointment systems are controversial and, unfortunately, politicians consider party’s interest more important than general public’s benefits. Following are the recommendations presented by this study regarding the present municipal government system: 1. to modify election system and to disconnect the ties between violence/bribery and politics, 2. to institute Sunshine Act through legislation and to promote ethics throughout all government branches, 3. to reduce legislators’ power and to encourage self-determination, 4. to categorize government finance reasonably for financial independence, and 5. to divide government powers accurately and to implement self-government mechanism thoroughly. Following are the recommendations presented by this study regarding “abolishing self-government and changing all municipalities into appointed agencies”: 1. to divide administrative districts constructively and to integrate resources effectively, 2. to establish grade system and to adjust the functions for all districts, 3. to establish the appointment criteria in order to ensure all officials are appointed fairly, and 4. to integrate all vicinities and communities, thereby allowing communities to play an active role. If accepted, the foregoing recommendations will help all municipalities function in accordance with the general public’s expectations for the positive development of democracy.
