The implementation of global budget system and the new evaluation system for hospitals changed the surviving environment of medical industry. In the face of the challenge of the environmental change, the health care organizations needed to develop response strategies. From the perspectives of institutional theory, the study discussed how the health care organizations in Taiwan to respond three pressures of institutional environment. In order to discuss the development that the health care organization’s response strategies, the research design adopted case study. The research object was the large-scale hospital in the south of Taiwan. The findings indicated that when the regulative and normative pressure increased and urgent, the hospital tended to adopt response strategies of conformity in order not to be subjected to heavy impact. When the cultural-cognitive pressure increased, the hospital tended to adopt response strategies of imitation in order to get social legitimacy. The result indicated that the hospital will adopt different response strategies while facing different institutional pressure.
