Social Resources Networking for Serving the Elderly in Wanhwa

| Popis: | 95 In the light of the limitation of organization resources over these years, to seek for the best interests of community service, the development and construction of “resource network” has become a tendency for social workers. However, in practice, there often occurs difficulties in resource integration, non-propoularization in caring service and divergence in systems, which result in that the policy of community care for elderly people cannot be fulfilled. This research purports to discuss the construction and operation process of “resource network,” niche conditions, action strategies, and supports and obstacles in order to help in understanding the substance of “resource network construction” both in academic or practical aspects and to serve as a reference for future promotion. Considering that this research is carried out from the prospect of organization practice, it targets Li-Shin Charity Foundation as the researched subject, which has provided services for senior citizens in Wanhua District of Taipei for fifteen years. It adopts “Case Study Research” strategy, which mainly uses an “in-depth interview,” then literature research, and finally data collection, analysis and interpretation. After consolidated analysis, several discoveries are found as follows: 1. Network development features: include three main networks, i.e., ”elderly care, community mobilization, and support platform” and six network contents, i.e., “professional services, volunteer report, outreach, meal delivery services, community support alliance, and rotary community service organization.” 2. network interactive relations: include factors such as “service consensus, trust relaltion, non-official relation, communication environment, recipical resource, network partnership, and actor as network nuclear.” 3. Cooperative strategy mechanism: The three main networks use “case service linking, service project and organization alliance” as strategies, which are executed by “case management, coordination conference, case consultation,” “enthuasiast introduction, active visit, resource evaluation,” “activity cooperation, resource workshops, community support society,” and “joining in rotary organization, the influence of important persons, organization alliance” as cooperative strategies and operation mechanism. 4. Network construction supports: come from government cooperation, environment change of Wanhua District, the humane and professional services of the organization, and community relationship, all of which enlarge the energy of constructing a service network in Wanhua District. 5. Network construction obstacles: include limitations such as network cooperative target lacking neighboring religion network, network construction professional knowledge and interpersonal network efficiency, and obstacles such as “professional network linking mechanism still waiting for integration, frequency change to organization personnel making uncertain cooperation and challenge to alliance organization practice technique. This research makes proposals on ascertaining professional resource coordination and operation organization, developing neighboring network, and fostering network organization community consensus. In the future, support platform resource network can be further developed to serve as support partnership mechanism for different sub-networks so as to face the demands of professional and dedicated services and to increase resource cooperation efficiency. Owing to the limit of time, man power, research scale and the design of research method, it is expected that future research can in-depth discuss the construction of an overall service resource network for elderly people in Wanhua District in a micro view, in the hope of establishing practical experience in local resource network construction. |
