The environment of humans is a “risk society” that may at any time be harmed by the natural environment and human disasters. Natural disasters like earthquakes, hurricanes, floods, and droughts; human disasters like fires, wars, and terrorist activities all cause losses of human life and property that cannot be estimated. The biggest crisis of the 21st century is the lack of water resources. In recent years, Taiwan has reached a threshold of “lack of water” with its population growth, urban development, and changes in the industrial structure. Taiwan is ranked by the United Nations as number 18 of the nations that lack water. Feitsui Reservoir is Taiwan’s second largest reservoir, which provides the civil usage of water for approximately four million people in Taipei City and parts of Taipei County. Based on the importance and irreplaceability of the Feitsui Reservoir, Taipei Feitsui Reservoir Administration must be careful with crisis management. At the same time, successful crisis management can minimize the influenced areas; however, once there is disaster, it is inevitable that there is loss of life or property. Thus, through the mechanisms of crisis management, it is important to explore the water resources crisis management mechanisms that can save people and property with limited time, resources, and manpower, and can operate under intergovernmental relations constructed upon government and citizen expectations. The influence of climate changes on the globe and Taiwan cannot be avoided. In the recent years, Taiwan frequently has deviated from normal values of rainfall, resulting in abnormal reservoir levels and difficulties in water arrangements. To cope with current water resource problems according to the current government policies regarding water resources, management and maintenance of reservoirs and crisis management are all necessary measures. In terms of across boundary governance, regardless of between the central and local governments, or between local governments, they all need to frequently face the water resources issue. There are a great number of threads in the water issue; its management involves the multi-level cooperation and hierarchy of different levels of government. Therefore, there can frequently be disputes and controversies in the intergovernmental relations issue. The purpose of this study is to combine the analysis of theory and practical issues, to use theoretical concepts such as crisis management response system, extension of organizational boundaries, intergovernmental relations, and mechanisms of across boundary governance, to proceed with a preliminary understanding of crisis management systems in public institutions. This study uses the Feitsui Reservoir as a case study subject, in hopes of beginning with the angle of water resource management problems to explore the current intergovernmental relations framework, to use the concept of extension of organizational boundaries and theoretical models relating to crisis management. The more feasible mechanisms of crisis management are analyzed to cope with the crisis of water resources management. Furthermore, the Feitsui Reservoir is used as a focus in discussing the future flood prevention and drought prevention problems, in providing a comprehensive decision-making mechanism for considerations.
