In recent years, the major Associations in Taiwan are changed from” three major Industrial and Commercial Associations into “The six major Industrial and Commercial Associations”. ”National Association of Small & Medium Enterprises, Republic of China” pushes into one of them. NASME considers that it plays the leaders position of all small and medium enterprises in Taiwan. So it’s necessary to research on Organization and Functions analysis of NASME. In the research methods are both review the papers and five persons are interviewed. In the organization, this research discusses NASME to be established until now the vicissitude. This research discusses the three periods: In martial law, after the abolition of martial law and after party transition of 2000 election. This research also discusses the functions of organization. This research is by the analysis of political, social, economic, educative functions. The main discovery includes: 1.The characteristics of organization：The organization develops rapidly and flexible.2.The characteristics of functions：(1)NASME has great growth than before in political function. (2) NASME does not major big social activity, they participate with other Organization’s social activity. (3) NASME takes care about environments, financial these, condition of labor. (4) The ability of professionals in NASME is realizable, and receives many training cases from sectors of government. We can understand through this research that NASME is a voluntary organization, is different with three major Industrial and Commercial Associations. NASME is representative of small and medium size companies, takes care of their rights and interests. NASME belongs to the third sector, but can be self-sufficient by project agency.
