Public agencies have traditionally awarded construction contracts almost exclusively by use of the Design-Bid-Build(DBB)process. Such problems as significant changes and delays in the work and related disputes are quite often encountered. In addition, public sector nowadays faces the challenge of designing and constructing infrastructure within an even shorter period of time and at more competitive costs. The Design and Build(D&B)approach as prescribed in the Government Procurement Law is one of the alternative viable solutions adopted by the government to tackle the challenges it needs to face. In recent years, the D&B method has been used in many infrastructure projects and the volume has increased significantly, whatsoever, some drawbacks are encountered due to the lack of experience for this innovatory approach. In this study, it is aimed to examine the D&B concept and investigate the implementation of D&B in public construction. Some international practices in procuring D&B services will be reviewed at first. Then, current practices and major difficulties with regard to the D&B system in public works will be explored through extensive interviews and questionnaire survey. Key issues of the D&B contracting and public sector criteria of success resulting from case studies and structured interviews of the government agency representatives will be addressed. And a modified framework of tender document evaluation will be developed accordingly.
