The study considers three main issues: Organizational Positioning, Human Resources Utilization and Volunteer Management. The study aims to: 1. Establish the main niche, purpose, management and long-term strategy of police agencies’ auxiliary organizations; 2. Understand the relationship between police agencies and their auxiliaries such as the division of labor, liaison and actual service; 3. Analyze the distinction in missions and their execution between police agency auxiliaries and the Auxiliary Police Corps, the Traffic Auxiliary Police Corps and the Mountain Auxiliary Police; 4. Clarify how the mission and purpose of “Community Policing” volunteers is distinct from other community volunteers; 5. Discuss problems in the implementation of existing auxiliary police volunteer service corps; 6. Study how the auxiliary police volunteer service corps can become a part of the “Citizen Policing” strategy and corresponding objectives. The study focuses on police agencies’ use of volunteers. A search of local academic papers turned up few studies into police agencies’ volunteer service. Firstly, most existing literature dealt with the motives, recruiting, training, encouragement and basic functions of volunteers. Others discussed public agency relationships and public administration. Secondly, most literature related to neighborhood watches focused on the community policing schemes while some also looked at how police and their community partners could work together. More general examinations look at citizen participation in crime prevention schemes. Thirdly, some of the literature focused on the analysis of citizen powers such as elected representatives, organized crime and local gentry. These look mainly at social safety with the primary purpose of establishing law enforcement and social order. Fourthly, literature related to volunteers and analysis of volunteer utilization mainly examined volunteer organizations with regard to citizen participation, volunteer’s self-fulfillment, causes of volunteer turn over, volunteers and social capital as well as volunteer manpower utilization. These all have a large body of data to refer to. In this study, we discovered through a case study of the Hualien Police Volunteers Service Corps that it ultimately fell back into the old style of police administration where the priority was on solving criminal cases. Major criminal cases have become the focus of attention for all police efforts, with goal management centered on objective measurement of solved criminal cases. This means all other police administration tasks receive lower priority and are relegated to a support role instead, inevitably resulting in limited benefits. The National Police Administration’s law enforcement strategy is community policing. There are two concepts: “Work with the Community” and “Customize According to Region”. Therefore, this study recommends that the Hualien Police Bureau’s auxiliary police should only be used for community policing. Based on the core concept, there should be three goals in the overall strategy: 1. Serve the people 2. Quality police administration 3. Community police administration. By fully implementing organizational management’s “Total Quality Management” concept, the final performance benchmarks should be the objective criminal case resolution rate together with the subjective community satisfaction rating.
