It is the policy that the marine country must hold to safeguard the national marine rights and interests, and to defend the national security. The national marine policy is one of the public policies, and it is the entirely multi-subject macrocosm to probe into and study all kinds of social sciences which are related with the mankind using the relevant problems about the ocean. And then To discuss the orientation of ' the national marine policy ', it is rational logic to understand the existing issues about marine undertakings first, and then to position the countermeasure. Our current issues of marine undertakings could induce the questions to ' people ‘, ' ordinance ', ' mechanism ', ' national defense 'and ' policy '. The way to solve the problems is turned toward the central authorities ; So to set up the mechanism of marine undertakings and clear assure the ' national marine policy ', is good for gathering national power development, and using the marine resources in order to maintain marine rights and interests. It is the circumstance to let you follow and the situation to be imperative. Considering the global thoughts about sea power, before World War II, it was only meant the power that country controlled marine strength; however modern definition has changed to the sea power which is prevented from the sea threat and utilizes the strength from ocean. According to the evolution of the thoughts from the global sea power, and referring to the purpose and content of the marine convention, the goal of our country’s marine policy include following points: Safeguarding the national territory and sovereignty at sea, maintaining the maritime security and order, utilizing and protecting the marine resources and environment, promoting marine education and ocean study. The national marine policy contains widely multiple faces, basing on a deep elastic and broad powerful tool to practice it; and the navy is the most suitable and qualified assets to accomplish the national marine policy in the national marine groups. For the marine country, navy is not only the first line of national defense but also the powerful tool which conducts national marine policy. The growth of the navy makes the trade shipping, ocean developing, scientific research, national defense and fishery activity to be promoted; in other words, the navy’s build-up is related not only to the entirely national sea power construction but also to the index whether national marine policy could be implemented. Because the highly changeable environment of international policy induced the adjustment for the guiding line of our national strategy, it is appeared to peep from the second “2006 Marine Policy White Paper ' to shift from relying on the navy force to equally emphasize the strength of Navy and Coast Guard which are improving and safeguarding .the security of our waters. Our country still faces a lot of problems, and the way of solution is to possess overall considering, unified planning, and united obligating mechanism and right roles acted among the right policy which will be the key point for our country to become a regional strong marine power in the future 21st century.
