Popis: | 94 The Study of the Organization and Operation of the Parents’ Committee of Elementary School in Tai-Chung City and County of Taiwan Abstract The study aims to investigate the organization and operation condition of the parents’ committee of elementary school in Tai-Chung County of Taiwan and the operating difficulties that it currently confronts, and to explore the feasible ways of improvement that can be provided as a reference for governments and educational organizations. The study conducts a comprehensive literature review and a survey of parents’ committee members ( president; cadres and members of parents’ committee ) and the school staff ( principal, director of general administration, steward of parents’ committee )to collect the latest operational information of the sampled parents’ committees in Tai-Chung County by the investigative questionnaires of the organization and operation of the parents’ committee of elementary school in Tai-Chung City and County of Taiwan as the tool of investigation in this study. There were 120 elementary schools were investigated, 720 questionnaires, repurned 690 questionnaires, 682 available questionnaires then conduct analysis data collected previously by frequency distribution, percentage, χ2 (chi-square) test. The findings of the study are summarized as followings: 1. The establishment condition of the parents’ committee of elementary school in Tai-Chung County does not completely comply with the current regulations. 2. For the operation condition of the parents’ committee, the number of committee meetings, the information circulation, and the dedicated office with its facilities can be further improved. As for the management of expenses, the survey results show that mostly the committee operation runs independently and the resources can be used for students. It indicates that the resources provided by the parents’ committees can assist minority students in communication, consultation, and cooperation. 3. The difficulties that the parents’ committees in Tai-Chung County currently confront include low participation of parents, no time, budget shortage, unclear position, insufficient representation, and experiences that cannot be well passed on. 4. The feasible ways to improve the organization of parents’ committee can be initiated from the revision of the current establishment regulations, and accompanied with adequate promotion and encouragement of parents’ participation. For its operation, good participation attitudes and practices should be carried out. Finally, the study also proposes several suggestions for the educational administration of government, schools, and the parents’ committee. 1. For the government of Tai Chung county and Tai Chung city, the study suggests 1) to revise the current regulations of parents’ committee to set up reasonable implementation principles; 2) to subsidize the parents’ committee by governmental budget; and 3) to hold the training workshop for the committee members to enhance their participation in educational affairs. 2. For schools, the study suggests 1) to adjust the school’s attitude to parents’ committee by putting more emphases; 2) to improve the educational performance and the interaction with communities; and 3) to assist the committee in building its own website and publishing newsletters. 3. For the parents’ committee itself, the study suggests 1) to rebuild positive attitude of parents’ participation; 2) to expand the participation scope and to strengthen the organization operation; and 3) to establish the interschool parents’ organization.
