The educational priority areas of the 1960s and 1970s were set up to combat deprivation in cities such as Liverpool. The educational priority areas were first established in 1997 and comprised clusters of schools within a specific geographical area. The conceptualizations of social justice embedded in the educational priority areas. The main objective of the educational priority areas was to improve educational standards and raised the achievements of the students. The purpose of this research was to construct the indicators of the educational priority areas and to investigate whether the implementation of the educational priority areas would improve the achievements of the pupils in Remote Districts. To accomplish this target, the study adopted the methods of documentary analysis and questionnaire investigation. A total of 87 schools participated in this research, involving 734 teaching staff. There were 718 valid questionnaire gathered from 734 samples. All the data were analyzed with statistics, average and chi-squared test. According to the purpose of this study, the conclusions were as follow: 1.The aids in the educational priority areas couldn’t be looked upon as the best way for deprived pupils — reactions and opinions suggested that the educational priority areas might have more to do with aids. 2.From the teacher’s point of view, obtaining a single indicator that evaluates effectiveness of the educational priority areas in such a way that it could be divided into various kinds of problems, along with the other design considerations, could be an ideal situation. 3.The government should provide sufficient subsidies and resources for the implementation of the educational priority areas. 4.According to the findings, “parenting education”& “learning counseling” both ranked the highest. 5.The different schools in the different areas had different needs on aids. 6.The indicators and aids of the educational priority areas should be designed more completely. The research could also provide important future decision-making references for policy makers. In addition, here we provided practical suggestions to the school educators and teachers.
