| Popis: | 94 This thesis is named as「Public Opinion Research on decision making procedure of Great Public Constructions in Taiwan－with major concern on NO.5 High Way, Su-Aow to Hualien section construction. Focusing on all aspects such as「public policy」、「public opinion」、「expert political」、「political decision making approach」、「policy change」，and「great public construction」to carry out the relation study of the decision-making procedure of Su Hwa High Way. As various signs shown in the study result, the decision-making procedure of Su Hwa High Way is placed upon the election and political party interests than the public policy and engineer profession by the central political officers, thus the public opinion has been manipulated and ignored again. The central government officers spoken over than action for the campaign victory and resulted in sloppy policy also do harm to government prestige and public reliance. The Central government officers turned away from the local major public opinion and with 「political decision making approach」they applied policy change to delay the construction, which also cause「Su Hwa High Way Case」turned to be an obvious case of reconciliation failure between「public opinion political」and「expert political」in Taiwan. Scholar Zeng-Ming Cheng considered that the government application should meet public hopes and be finally resulted in public interests .Opening for the public opinion and following it almost becomes the one and only way that government winning the feelings of the common people recently. An ideal government should at least be a responding and responsible one. Without「trust」, there is no common or inter-reliance between the government and citizens. And without 「honest」, Disorder may appear any where and the government will not be able to earn the public reliance. During the past ten years pursuing Su Hwa High Way by the common people in Hualien, though the voice of environmental groups calling for the postponing or siege of the construction appeared and some resistance occurred, Through the opinion survey we still find that most local habitants still stands on the side of proceeding the construction. If the Central government officers can removes from the political and campaign factors，through calling public convention or hearing based on profession, and with approaches of convincible opinion survey and referendum, the government will help reconcile the conflict with the final decision making of constructing or not based on democratic procedure. The study concluded with two suggestions. First, if the government is not constructing Su Hwa High Way, it should draft and announce detailed and better traffic alternatives program in the same time. With total cooperation with the drafted「Whey- Lang 2010-Creating Hualien’s sustainable developing vision」project planned by the Hualien county government, and the「East Taiwan pilot project in century 21」planned by Executive Yuan. With the central government’s subsidy and put into practice in whole aspects. Second, if the government decided to construct Su Hwa High Way, Then it is suggested to apply BOT and improve BOT approach based on financial shortage of the government. Such as empowering investors with larger area which benefit both, and supplying with higher subsidy to promote the public investing will. Through「public-private cooperation」model we can accelerate the work completing speed to fit in with the needs of the major public opinion of Hualien. |
