In order to implement Kyoto Protocol and face to exhaust of fossil fuel increasingly, there are many countries having the alternative of renewable energy. However, it is difficult to use renewable energy, it must many policies and laws to help. There are 2,488MW (5.56% of total) capability in Taiwan, and to expect 5,139MW (10% of total) on 2010. In order to reaching the gold, many renewable energy policies were established. This research analyzed renewable energy policies of Japan, U.S., Germany and IEA, and collected key points of renewable energy promoting instrument. Then I collected Taiwan’s renewable energy industry technology policies, and compare foreign policies with Taiwan. The disadvantageous factors include unreasonable electric price, the limit electric market, few R&D budget of renewable energy technology, the legislative speed is too slow, focus on renewable energy capacity, the rate of wind energy is too high, no certification organization.
