Popis: | 94 The total amount controls is used to develop and use environmental sources under the acceptable capacity of environmental,and reduced the impacts and problem causing of unsuitable developments and uses.Meanwhile,total amount controls focuses on the individual environmental characteristics and carrying capacity to determine the standards of total load based on the capacities of water, air, soil and so on. The air quality, water resources, water quality and environmental sensitive land, soil quality and land use suitability were analyzed to perform total amount analysis establishing the total amount assessment and control rategies as the references of environmental impact assessment. The analyzed results and data of total amount controls were converted and established into geographical information system. The purpose of this study is to establish the procedure and evaluation methods for total amount controls, which can be applied to environmental impact assessment. For example, uses environmental factors simulation and optimization models of GIS to develop unit area pollutant load for different land uses with considering environmental carrying capacity and cumulative impacts. The function of GIS database is enhanced, which provides functions to download input data files for QUAL2E and HSPF models and to run QUAL2E online. It may define standard procedure to prepare input data, calibrate parameters, run simulation models, and analysis of results to develop management standards for environmental impact assessment. The total amount controls is important for environmental impact assessment in the examined system, most of development behaviors have not included in the EIA’s documents although relevant norms have already included assessment and review at the total amount controls, especially the environmental quality of a lot of areas is not very ideal, some areas even exceed the environmental quality standard, should even more support the system of substitution reducing, in order to improve the environmental quality of life. |
