Study on Integrated Strategy Planning, Performance Objective and Execution Manner of ROC Armed Forces

The strategy planning and execution of the ROC Armed Forces has followed the model of the planning, programming and bugeting system (PPBS) of U.S. Armed Forces. The “from strategy to mission” operation model of the ROC Armed Forces is constructed by a serial actions which include the long-term planning of military buildup, the mid-term planning of armed forces construction, the detail of five-year implementation plan and the annual execution plan. This study brings the concept of Balanced Scorecard into the strategy planning and execution of the ROC Armed Forces. This work utilizes the performance indicators of the four dimensions: Customer, Financial, Internal Business Processes and Learning & Growth, to construct the proper indicators of performance evaluation for the strategy planning and execution of the ROC Armed Forces. To comply with the fundamental objectives of defense policies, we employ the conception of Balanced Scorecard to figure out four dimensions: the vision and stratege of the ROC Armed Forces, custom satisfaction, national defense budget and internal processes. According to our study, the performance of the vision and stratege of the ROC Armed Forces can be evaluated with the indicators of the confidence of people, the national security and the military capability. The performance of national defense budget can be evaluated according to the relation between the growth rates in personnel upkeep, operations & maintenance and military investment. The internal processes can be evaluated according to the mission of the organization, the effectiveness and the assignment of authority and responsibility of each unit. Moreover, the custom satisfaction can be judged according to the capability and military skill of soldiers.
