The Research of Hazardous Materials Managerment and Future Operation-a case of Kaohsiung County Fire Department

| Popis: | 94 This report is according to my specializing and working experiences in F/F field, especially for the job of hazardous materials managerment, for past few decades. And I find out some existing phenomena and the future possible developing tendency, then to generate the motive of research. By means of studying all of the internal or overseas related comprehensive range of books and reports, I especially analyze the definition of international hazardous materials by different versions, the article of internal hazardous materials’ laws and the part that can’t be administer of those laws, the cases of great disasters in past decades…etc.. In addition to discussion and evaluation the performance of man-power of F/F, it also enhances those education training problems what we are facing now. This research is adopting a special questionnaire with totally 42 designed questions which are evaluated by specialist. By collecting back the answered questionnaire as supporting documentations to conclude the followings: 1. Security of a hazardous materials’ place, 2. Disaster resource of a corporation where hazardous materials are used, 3. Questions of managerment, 4. Education training of checkers. The targets of questionnaire include the persons in the disaster prevent section of the F/F Dep’t of Kaohsiung county who did exactly carry out hazardous materials managerment, the members of the security check team and firemen of all F/F brigades or the managers and employees working in those corporations where hazardous materials are manufactured, put away, handled. And then calculating by statistic method to working out the description, reliability, validity, intersection and elements...etc in order to discuss the future operating method from the execution of the firemen, the method of corporations observing the law, and F/F human resources planning…etc. Thru the research, questionnaire, statistic analysis and deeply interview with specialist as mentioned above which got following conclusion and suggestions regarding how to improve hazardous materials managerment quality and future operation mode: 1.F/F human resources should be separated into two fields, one is to relieve victims of a disaster and the other one is first-aid while school education training, i.e. from selecting different department, training up to working territory arrangement which should clearly nominate the concerned emergency rescue service scope in order to reach the achievement of skillful and knowledge and consequently leading rescue to a way of professional. 2.The budgetary of F/F department should be flexible and invest as much more resources as possible to the emergency rescue, especially for communication, computer equipments, human resources training in order to cope with tremendous over workload on nursing than to relieve victims of a disaster. 3.Repetition and collision between the laws should be discussed by related government organizations. The meeting of industry security should be took place in every county or city and there is a united check team of greatly dangerous factories to carry out factory managerment. 4.Enhance the communicate with different grade of hospitals to establish mutual discussion, individual case follow-up, periodical study and to realize the efficiency before arriving hospital as reference. 5.Establishing regional consultant center of emergency rescue, specialist doctor to conduct rescue members to doing preliminary and effective first-aid for accident scene, emergency medical case or particular patient in order to increasing the living ratio before arriving hospital. 6.The system of leader’s check should be built and for all the related laws of emergency rescue and service scope of range, besides, we have to promote knowledge and skillful of first-aid to all civil and to increase their sanction and cooperation so as to getting a better service quality. |
