A Study of the Operating Performance for Non-Profit Long-Term Care Facilities-I-LAN Private Small Care Facilities

Popis: | 94 With the increase of the elder、the decrease of birth rate, and the changes of type and structure of families make the problem of the long-term care for the aged becomes the major issue of social welfare. The long-term care facilities for the aged belong to non-profit organization (NPO) play an important role in the process of social welfare privation. After revising the senior citizen welfare law in 1997, under the conditions of three NO policy (no donation, no subsidy, no tax lessening), social responsibilities, and pressure to survive, small care facilities manager face the predicament of facilities management and operation. This is a cross-sectional study of 20 private small care facilities of I-LAN. Data Envelopment Analysis (DEA) was used to measure the integral efficiency, to find out the facilities with the best efficiency by data deletion method. Efficiency reference sets were found to be reference for relative inefficiency facilities. The ways to improve the resources inputs or outputs of those inefficient facilities were suggested using scale variable analysis to investigate its direction and amplitude of improvement with the method of slack variables Analysis. Wilcoxon Rank-Sum Test of non-parametric methods was employed to explore the relationships of two opposite groups(grade of assessment、size of facility, charge and occupancy rate) in operating performance. The objectives of this study are offering an effective operating and managing guidelines as references for the improvement and development of future through exploring the integral operating efficiency of the small care facilities, the affects of grade of assessment to operating performance and comparing the operating efficiency in two opposite groups(grade of assessment、size of facility, charge and occupancy rate). The results are summarized as follows: 1. There are 7 facilities are relative efficiency in 20 private small care facilities. 2. Relative inefficiency facilities have to improve operating performance by reducing input items. 3. It shows no affects of grade of assessment and size of facility to operating performance. 4. It shows that significant difference between between charge and occupancy rate to operating performance. |
