The advancement of technologies has been driving the demand for energy, as well as creating pollution problems to the overall industry environments in both developed and emerging markets. Amid the rising concerns over the environment protections, all the countries in the world have been developing the energy saving technologies and working to preserve a green world. Such efforts are now one of the important trends in the industries. However, the fiber optical illumination technology is limited to the use in landscape design and special optical instruments in Taiwan. In contrast, China and Japan, two leading countries in Asia, have made timely modifications in their government regulations governing the environment protections for the previously mentioned industries. Meanwhile, both China and Japan have been promoting the co-operations between the industry and the academia to further develop the fiber optical illumination technology and as a result, have established their influence in Asia. Therefore, it is imperative now to explore the trends in the fiber optical illumination technology in Taiwan and other parts of Asia. This research paper first collates the relevant literature and summarizes a series of issues related to the fiber optic illumination technology. Then this research paper adopts Delphi method to interview experts and scholars in the four countries (Taiwan, China, Japan and Vietnam) to produce a hierarchical structure of analyzing the trends in the development of the fiber illumination technology. Finally, this research paper explores, through AHP, all the facets of issues and the importance of the regulations and guidelines in this area. Our research finds that the development of the fiber illumination technology in Taiwan should focus on establishing consumers’ knowledge in safety, enhancing the regulations governing the environmental protections and emphasizing the technological integrations between various industries, so that the overall infrastructure can keep up with the demands from the industry, as well as the trends in the international community. In Japan, the focus has been on the mechanism of the environmental protection and energy conservations with timely modifications and drafts of the regulations, with an aim to mitigate the pollutions around the globe. Meanwhile, the Japanese government takes on a more proactive approach and Japanese consumers are more open to green products, which is why there has been a cluster effect in the Japanese environment industry. In China, the emphasis has been on the research and development of new technologies and the nurturing of product innovation abilities. This process relies on the transfers of overseas technologies and the integration with what China already has. Such initiatives will pave the path for the development in the industry, economy and technical competence. In Vietnam, all the technologies are sourced from other countries as Vietnam is in a developing stage. Therefore, the Vietnamese is highly willing to acquire the transfers of the manufacturing technologies as the entry barrier for the costs of development is high. This research paper hopes that it findings will benefit the future development of the illumination industry and its relevant sectors in Taiwan.
