Summary Since 1949 till now, weaponry competition across Taiwan straits to deal with possible conflict between them are continually existed. Topics such as technological development, organizational change, human resources, military strategy and defense budget became the future trends for the studies of military strategy across Taiwan straits. It’s appropriate for us to begin with the study of military strategy development if we view the whole picture from the perspective of military establishment and the predictions of future war type, which is according to the procedures of “attacking, equipping, establishing and training” etc. From the real aspect, winning the superiority of competition in terms of asymmettry thinking should at first go back to the route of miliitary strategy planning. If we could find out rightful directions for the combat concept, then we may be able to purchasing rightful weapons to organize and train our armies. This research adopted net assessment methods as the basis of the research of future strategic environment. We are making a few scenarios as a plarform of evaluation. Witnessing PLA’s developing trend of military strategy can be as a clue to find out the impacts of competition superiority of our army and theirs. We are using core problems as a focus of evaluation. Then we are making evaluation indicators to assess the effectiveness and the factors of failure and success. From this point, we also can find our some threats or opportunities and asymmetries of our enemy and ourselves. Finally, we integtated major juudgment from above facts and to try to bring our some insightful information as a reference for the military decision makers. Since communist China regime’s established, the main strategic of national development evolved from the beginning of the stage of “war and revolution” to the present stage of “peace and development”. Apparently Chinese regime failed his competition with the U.S.especially on a strategic area of economic, energy, information and geographic. If compete with theU.S.from the comprehensive aspects, Chinese regime’s seems unable to win over it if in terms of its combined national capabilities. It is advantageous for them to adopt asymmetry and fly-over strategies to reach its balancing points. After Premier Hun took over Chinese authority, he adjusted its military competition policy from “defense establishment subjected to national economic development” to the “national sovereignty and security as his first priority”, in order to fulfill the purpose of the coordination between economic development and defense development. From the strategic point of comprehensive thinking of Chinese regimes, we should evaluate its military strategic development from the Chinese regime’s itself which he observing the world from the openness, compete with the U.S. and elevating its combined national capability from different aspects. In the long term developing trends, whether “energetic development”, “oceanic development” and “information development” can be fully support its future military establishment? May be from it we can find the rightful derections to evaluate.
