The paper uses the panel data based on the status report of “Conditions of Foreign Investment Enterprises” as provided by the Investment Review Committee, MOEA for the three years between 1999~2001 to analyze whether the foreign direct investment(FDI) enhance the overall industry productivities or not in Taiwan. In theory, the foreign direct investment introduces the rich technical resources to the local companies through its manufacturing and management process. As a result local companies may uplift its productivities as well. R&D is also one vehicle to enhance the manufacturers’ productivities as innovation can upgrade local companies’ technical capability. Many previous literatures explore the influence over productivities from foreign investment and R&D respectively. While in this paper, we consider the influence of FDI and R&D on firms’ productivities simultaneously. On top of that, this paper also discusses the variable of FDI squared term to assess if the marginal effect of foreign capital in the past three years did increase or decrease. We find the positive contribution from the FDI, and the negative marginal effect of FDI. It shows the incoming foreign investment can enhance the local companies’ competitive edge and reduce it monopoly degree so as to not distorting the allocation of foreign capitals and enhance the operation efficiency, which is in line with our anticipation.
