Today almost every advanced country in the world is actively engaged in e-government. Reformers expect to achieve public goals and to respond to the citizens more effectively through the use of Internet technology. However, the recent research shows that current online information and services provided in the government Websites vary among different countries and different levels of government. Therefore, it is quite important to investigate why such difference exists, and how the less advanced government can improve the e-government projects of theirs. So far the research mainly focuses on the content of the Web, rather than the reasons that caused the difference. This research is intended to ameliorate the research gap by assessing the differences of online information and services among the local governments in Taiwan. In addition, it explores the factors making a successful e-government, and offers suggestions for future improvements.
