The Research of University Technology Transfer-Establish a Managing Model for Technology Transfer office in Taiwan

An excellent research result cannot ever possibly be commercialized without the help of industry. Before the Law of Technology was passed in 1999 in Taiwan, massive amount of university technologies were neglected by both academia and industry because the lack of fine mechanism and incentives. The Law of Technology, which government passed on the intellectual properties to universities and research institutes in order to encourage them innovating and then building the mechanism of technology transfer. The ultimate goal of technology transfer is to make a scientific dream come true by bridging the gap of academia and industry. The research focus on superior technology transfer case including National Taiwan University、Feng Chia University and National Cheng-Kung University. The method utilized for collecting data was to interview with stakeholders associated with knowledge transfers(professor、technology transfer staff and firm)to gather the primary information. The thesis analyzes technology transfer system and management based on University-Industry technology transfer process, i.e., scientific discovery, invention disclosure, evaluation of invention for patenting, patent application, marketing of technology to firm, negotiation of license, license to firm. The thesis obtains the following important finding and strategic suggestion: 1. Research finding: (1) The quality and quantity of staff in technology transfer offices is not enough. (2) The difference mission and goal with every university,so every technology transfer offices in university has obviously difference position. After National Science Council helping every university establish technology transfer offices, university itself does not involve actively. Every technology transfer offices of university go it own way based on staff‘s planning and resources they have. (3) Every technology transfer offices of university has difference quality control and method .We find the degree of involving level from deep to shallow:NTU-FCU-NCKU. About patent/technology evaluating items,which are too general and lack of phased and clear strategy。 (4) Most technology transfer case began by network of professors, and then firm tend to cooperate with familiar or local universities/professors. 2. Strategic suggestion: (1) Our government should lead to planning road map about key technology and leading product of Taiwan, and then pass these information and data to every universities and technology transfer offices. Universities follow the road map to establish blue-printed plan based on professional specialty and resources. (2) Every universities follow blue-printed plan of university‘s technology development to establish evaluating strategy and managing mechanism about technology transfer. And building Cooperative R&D alliance with local firm to have long-term relationship. (3) Assessing performances on a regular time schedule. Feedback information to university and technology transfer office in order to adjust policy and method.
