Allocation of Agricultural Water Resources-An illustration of I-Liao Canal irrigated area-

The analysis of agricultural water resource can be divided into two parts, the supply and the demand. When supply is not enough, it is necessary to adjust the demand of each aims to minimize the inconvenience of water usage. To store the agricultural water resource during the wet period, and to adjust the water which supplies every aims efficiently in dry period appropriately is the purpose of this research. In this study, we first collected the basic management method of irrigation, and agricultural meteorological data from I-Liao canal aqueduct of Pingtung Irrigation Association. The next step is calculate the reasonable agricultural water usage, then establish an accurate water demand, and a flexible water distribution model, which can accrue the reasonable distribution amount of water to the field, and improve the inappropriate water distribution system. The findings are summarized as follows: The calculation of the effect rainfall, which we adopted the result of the Monthly average percentage rainfall method ---453~1,109 mm (January to December), all less then the result from the Irrigation Association ---464~1,218 mm (January to December); the Monthly average percentage rainfall method will match the actual situation if apply to larger dry farm and with actual operation pattern. The agricultural water of second period demand 168x104ton more which according to the calculation of agricultural water demand at 3,500 ha of I-Liao Canal irrigated area, the demand is related to the effective rainfall which also is the key point, the agricultural water of coming year will reduce especially after the raining season and the demand of agricultural water still high, thereby, adjust the agricultural water plan can lower the percentage of shortage of irrigation. Groundwater approved to pump for 20 hours per day, and there is no difference between wet and dry season, but the pump amount of water during dry season is 40~50 % more than wet season, that means the approvement of the right to pump groundwater needs to be adjusted. For the management of water resources to reach the goal of substantially utilization of the groundwater, a sound groundwater management, a reasonable usage, a strata subsidence control, and to incorporate the groundwater and surface water management are necessary. To analysis the balances of regional water resources, this method which concerns the unstable river water resources during the dry season and the water usage of agricultural water. The result indicated that it is necessary to incorporate the water management of groundwater and surface water, and to enable the supply of groundwater resources during the wet season.
