At present, the information flows and changes rapidly. The industries are facing urgent quests for revolutions of managing and personal organization,and transforming their organizations into electrical and web-based ones. While, the Product Data Management (PDM) systems provide the industries a fine method to electrical work flows and improve personnel organizations. But staff and work-flow are impacted to cause the unexpected results. This research shows the failure analysis for personnel organization and work-flow,that enterprises can discover the items and reasons of failure in advance, and take them as important considerations for planning the PDM system. First, It uses Failure Mode and Effects Analysis (FMEA) to analyze the work-flow of the PDM system and transforming all the work items into a Data Flow Diagram (DFD). Next, this paper uses a questionnaire survey to collect information of the effects, frequency and detect-ability, and calculate the index of risk priority. Last, based on the index, a improved order of the PDM is listed that a enterprise can wholly master the Key factor of efficiency, quality, cost and maintenance to well arrive at the scheduled targets. Finally, via Quality Function Deployment (QFD) with the index to get the succeeding key order of the PDM system hope to reach the goal in the future. And, this study uses one traditional enterprise as a sample to effectively introduce the PDM to the operation course via FMEA and QFD.
