Success Factors of Establishing the Hospital Emergency Incident Command System

Popis: | 93 The hospitals, which are composed of high-rise buildings, huge internal areas and handicapped patients and many other factors, are vulnerable to emergencies. After the modification of relevant administrative regulations and increased attentions by health authorities to the safety of patients, the implementation of the Hospital Emergency Incident Command System (HEICS) is very important and inevitable. This study delineated the concepts and principles of the HEICS based on literature review and personal experience, and analyses the success factors of Establishing the HEICS from five dimension including environmental and administrative factor, organization factor, planning factor, executive factor and control and improvement factor. Through compiling the results of questionnaire interviewing eight experts and using the Grey Analytic Hierarchy Process Method (GAHP), this study indicated the following success factors of Establishing the HEICS and the their weighting: 1. In establishing the HEICS, the major determining factors were hospital internal management system, commitment in paying attention, promotion, planning, and participation. 2. In the implementation of the HEICS system, according to the organization factor, planning factor, environmental and administrative factor, executive factor and control and improvement factor, the most important sub-factors were the following: a powerful department responsible for promotion be pointed among the hospital organization; conduct hospital vulnerability analysis was the major work in planning; the checklists of hospital preparedness to emergencies be included in the hospital accreditation process, the key persons in the hospital responsible for the promotion must be familiar with the framework of HEICS and operational model;, appropriate indicators of different stages be set up for evaluation and audit during the promotion. 3. Administrative regulations and supervision of health administrative agencies were leading factors. The governmental health authorities were recommended to add in the checklists the indicators of promotion of the HEICS in annual supervision visiting. The building of an education training systems and systems of certification of professionals were also very important. 4. In consideration of the weighting of the success factors of Establishing the HEICS, a powerful department responsible for promotion shall be assigned; interdepartmental coordination and joint preparedness for emergencies; the key person responsible for the promotion must be familiar with framework of the HEICS and operational model; indicators shall be promulgated and effects should be evaluated objectively; directors of all administrative levels must be involved; hospital vulnerability analysis shall be performed. |
