Popis: | 92 The Research of Feasibility to Outsource Labor Affairs at the Elementary Schools from the Aspect of the Staffing Downsizing Policy Student:Mei-Na Liu Advisor:Dr. Min-Hsun Christine Kuo Graduate School of Management Yuan-Ze University ABSTRACT This research aims to explore the feasibility to outsource some of the labor affairs at the elementary schools in Taiwan. Due to the overall influence from the Staffing Downsizing Policy and the Expanding Employment in Public Service Program at the elementary school in Taiwan, the author discusses the value of janitor works at the elementary schools. The author also expects to propose a working model of outsourcing janitor works and hopes to provide concrete referential suggestions to school’s administrators and upper-level authority concerned. The conclusions of this research are as fallows: 1. There are advantages of specialization, efficiency and economizing when elementary schools contract out their labor affairs. 2. The Staffing Downsizing Policy has beneficial effects on simplifying governmental organization structures and removing redundant personnel. 3. The employment of contract workers under“Expanding Employment in Public Service Program”should be practiced without restriction by the elementary schools themselves to hire the unemployed in the school area. 4. The role and duty of janitors at the elementary schools should change and transform when schools outsource labor affairs. 5. Setting up a system of outsourcing labor affairs for the Elementary Schools is helpful for school administrators to be more efficient in their management. Based on an extensive literature review, the results drawn from the focus group interviews, and the author’s work experiences in the field, following are suggestions for the authorities concerned, general-affair directors of elementary schools, and researchers in the future. First, for the authorities concerned, the suggestions are: 1. The concept of “Expanding Employment in Public Service Program” is determined on the basis of the goodwill to help those who are involuntarily out of job during economic depression period. However, this policy is not prepared adequately for elementary schools to hire suitable workers, and it further causes confusions among school administrators who seek proper candidates to be competent on the jobs. 2. Under the specification set by the Executive Yuan of the Republic of China, the prescribed number of janitors for the Elementary Schools is determined. It is suggested that the Elementary Schools should be empowered to manage their own personnel administration, including recruiting and selection, training and development, and retention of human capitals. 3. The budget for the prescribed number of school janitors should be at elementary schools’ disposal to flexibly deal with their common affairs. This helps to save on unnecessary waste of public fund. Further, the administrative perplex can also be reduced as much as possible to enhance educational quality. Second, for the general-affair directors at elementary schools, this research comes to a suggestive conclusion that setting up a system of outsourcing labor affairs is necessary. This system can be more efficiently adopted by the directors of elementary schools when the evaluation function can be implemented completely. Last, for the future research, the study suggests: 1. This study targeted only on some of the upper levels of officials in local governmental units and some general-affair directors at local public elementary schools (in Tao Yuan County) due to time limitation. As a result, only segment of a whole is seen. If the future researchers could extend their targets to the whole country’s elementary schools, the research conclusions will be even more credible and representative. 2.This research—by using a focus group interview method, interviewed relevant personnel at local elementary schools, the author suggests that future research should increase the number of interviewees. |
