The research will explore the regional governments of the authoritarian Kuomintang and the election-based Democratic Progressive Party. With the illustration of the city spatial policy of the above-mentioned fundamentally different political power, the research extends to explain the dominating relations of the political parties to the spatial construct of the Kaohsiung Chiang Kai-Shek Culture Centre. The research adopts the literature analysis method and the in-depth interview method. The theory is based on Louis Althusser''s State Apparatus and Ideology Theory, Antonio Gramsci’s Cultural Hegemony Fundamental Theory, Henri Lefebvre’s Social Space and Production Space Theory, and Michel Foucault’s Power-Spatialized Theory. The content mainly covers the spatial culture formation of Kaohsiung Chiang Kai-Shek Culture Center in respect to analytic operation. The social grain, types of consciousness, cultural governance measures and spatial representation will also be explored and discussed. The subject, through research grain, will expand to municipal power, capitalist group and public society, and the authority relations within the system. The research at this stage will demonstrate the cultural objects under the influence of cultural governance. Municipal power operations, such as resource allocation, political alliance, construction of leadership and legitimacy support, will finally become the construction field of municipal power operations. The construction of image politics will obviously appear in this cultural site which excels in representation operations. Based on the different political powers which produce crossed spatial text and based on the analysis of the research, the following conclusions will be drawn: 一、The Kaohsiung Chiang Kai-Shek Culture Center is the city-dominated cultural site under the nation’s power intervention. 二、Through the negotiation between the bureaucracy and the architect, a spatial hegemony which is approved by the people will be constructed. 三、Different dominating political powers, with “repressive state apparatus”, and “material design and system standards”, will enable the power to have control over public space and society of the city. 四、The cultural objects of the city represent “the power of framed space” hierarchy consciousness. 五、The consumption site, a product of capitalism, will radically de-colonize the original space sacredness. 六、The public survey of the newly arisen cultural sites in the city is only a wrapping tool to political image.
