Operational Efficiency and Productivity Analysis of the Public Senior High Schools in Taipei City

| Popis: | 92 The samples and variable numbers are adopted from the thirteen high schools in Taipei from the year 1999 to 2001. In this research, we use two-stage input method to discuss and further find out the management efficiency and the across-stage productivity change of the Taipei public high schools. By using the result, it will help the schools reach the management goals and become a great reference method for the evaluation system of Taipei Educational Bureau as well. In this research, Here are the following facts that we find out. In the slack variable analysis aspects, these schools with low efficiency have to reduce four input items to adjust output for the improvement of the total efficient number. In the aspects of the reference set analysis, the four schools were not included in the CCR or BCC models due to their worst efficiency. Cross-stage Malmquist Productivity Index: from 1999 to 2001, no matter in which input and output group, when the average production index is above one, that means its productivity is in recession and the main reasons are due to technical change (TC) and scale efficiency change (SEC). On the other hand, when it is below one, which means its productivity is on the upward trend. The reasons for the progress are the technical change efficiency and the improvement of the scale efficiency. Furthermore, the production scale is turning to fixed scale return. According to the case study of regression by Tobit, the research has the following finding variables which affect the management efficiency and productivity. The positive variables will affect the efficiency of management of the Public Senior High Schools in Taipei, including excess school staffs, more qualified teachers, higher education teachers, the larger size of the school campus, and the school campus area, the longer length of the school''s establishment time, and the administrative area division (see the comparison of the reference group). |
