The Teacher Evaluation — An Example of the Happy Elementary School Teaching Portfolios Abstract In accordance with the procedure for executing the teacher evaluation in the Happy elementary school, the study explores the effect of teacher evaluation. Using the content analysis to the teaching portfolios, interviews with teachers and records for daily teaching performance, the study explicates the influence of teacher evaluation. The propose of the study reveals the meaning of the teacher evaluation and explores the method of teacher evaluation and application to the result of teacher evaluation. Furthermore, the result of the study applies to the school administration. Based on the procedure for executing the teacher evaluation in the Happy elementary school in 1993, after the analysis of teaching portfolios, interviews and records, the conclusions of the study as follows: 1. The evaluation of teaching portfolios is practicable and concrete, but it should be provided with relative strategies. 2. Teachers should recognize the conception of the teacher evaluation. 3. Teacher evaluation has a positive effect on teachers and schools. 4. Teaching portfolios are sorts of suitable evaluation for teachers. 5. Teachers could collect the material for the teaching portfolios by self. 6. The evaluation of the teaching portfolios could improve the teacher professional quality. 7. The effect of the teaching portfolios is relation with the teacher’s age and the teaching grade. 8. The results of the teacher evaluation could be the reference of employment and dismissal. 9. The teacher evaluation combined with teacher performance appraisal could improve the effect of teaching and administration. 10. The teacher evaluation could carry out the teacher career ladder program. Regarding the findings, the suggestions of the study as follows: A. Schools 1. The program of the school-based evaluation 2. The establishment of a suitable evaluation 3. The assistance of teacher professional development 4. The construction of the campus learning organization 5. The establishment of cooperating campus situation B. Teachers 1. The positive cultivation of teacher professional ability 2. The establishment of self-reflection mechanism 3. The positive attainment of teacher certificate 4. The program of teacher career development 5. The brave facing to teacher evaluation C. Reflection of researcher 1. It is important that teachers should be learning and growth by self. 2. The task of the teacher evaluation is a beginning step, so researcher expects that teachers could be provided with better teaching performance in future.
