Constructing alien species management system in Taiwan

Alien species impact some ecological environment by intentional or unintentional introduction, especially its original species. They probably make an irreversible change, and threaten native biological diversity. This circumstance usually has great impacts on human’s health, property and even economic activities. To prevent this catastrophe, many studies focus on building the management system to solve the rapidly increasing alien species in most of countries. As a tropical island, Taiwan is unique and rich in its native biodiversity. Unfortunately, its biodiversity is gradually changed and the main reason is the introduction of alien species. Some of them even bring enormous economic loss. The council of agriculture manages the issue only, but it can’t solve the problem. If we couldn’t build up the management system immediately, the richness of the native biodiversity in Taiwan would be destroyed. This study takes the guiding principle published in 2002 by the Convention on Biological Diversity and the guidelines published in 2000 by the IUCN for example, examines the according organizations and their functions in Taiwan. Then, it reviews the management systems in New Zealand, Japan and the United States. Furthermore, the complete strategy should take the good applications on the management system in Taiwan. For the management of alien species, this study has some suggestions as follow: First, the concept of ecosystem management and adaptive management and ecological risk assessment should be considered; Second, it should have early-detective and rapid-responsive mechanisms and proper containment actions to alien invasive species; Third, it is important of providing restoration plan. Therefore, for educational and politic purposes, increasing the public awareness, designing legal frameworks and making the reinforcement of related regulations to manage biodiversity data network are also emphasized in this study.
