The operational performance comparison of nuclear power plants in Taiwan-Application of DEA

Due to the seriously shortage of indigenous energy resource, Taiwan is highly dependent on imported energy resource. Ever since the second energy crisis, the government policy aggressively promotes coal and nuclear power in stead of oil in electricity sector. From 1991, corresponding to the global electricity deregulation trend, the government gradually opens market to the private producers as IPP and/or co-generation in power generation. However, nuclear power still play an important role for domestic energy resources. For the performance efficiency of a nuclear power plant, we must consider the safety culture in addition to electricity production、competitive power cost。Without reliable safety assessment, nuclear power is hardly accepted by the people. The performance indicators of WANO are the popular tool to evaluate the safety state of the nuclear power plant. The primary puroose of this study is to conduct the objective framework for the evaluation as well as comparison of safety performance of nuclear power plant. This thesis uses DEA to compare the WANO’s performance indicators among three nuclear power plants in Taiwan. We take the past 7 years’(1997-2003)data of 3 plants, there are 21 DMUs totally. Due to the importance of the nuclear power plant safety performance, we adopt the output estimation by assuming the input as a constant;Five outputs parameters such as unit capability factor、unplaned automatic scrams are chosen to proceed the comparison and get the relative efficiency. We also collect the WANO performance indicators data of the same type nuclear power plants as Taiwan in the United State during 1999-2003 to proceed the same comparison with the domestic three nuclear power plants, in order to understand the relative efficiency between two groups. More than that, we provide the slack items and amounts of inefficiency units as a reference for the power plants. By the analysis of Benchmarking, we investigate the performance ranking and those great performed power plants. According to the results, three TPC’s nuclear power plants are as good as American same type nuclear power plants;but there is still some space can be improved between the domestic and Benchmarking. Finally, this research submits some suggestions generated from the research results as a management reference for the corresponding organizations.
