Recently, simulation models of urban land-use change have been well developed along with the advancement in computer technology and complexity theory. However, there are some shortcomings in the existing simulation models of urban land-use. Firstly, the researchers put too much emphasis on the change in land-use due to the influence by the land-use around the site, and they ignored that the site would influence the appearance of the land-use, especially for some urban or rural areas where zoning exits, limiting the appearance of some land-use. Secondly, the changing rule of land-use built before is still incomplete, because it was made with some parameters, having no meanings. Therefore, the research here attempts to reconstruct the simulation model as what White,Engelen and Uljee(1997)noted : “it would seem that such factors as the transportation network, site feature like hills, rivers, and parks, and existing pattern of land use itself all act to restrict the possible pattern of urban development, so that in spite of the inherent stochasticity of system it is possible to make reliable and reproducible predictions of urban land-use pattern.”, and makes it as the decision supporting system. The research will still analyze the factor of the zoning. This research constructed the model with StarLogo software programmed by MIT. The research assessed the probability of development base on economic property right index, and the probability of allowing presenting the zoning regulation in the simulating rule. In the end, the research used the parameters gained after the 100 generations of genetic algorithm method to analyze the simulation model. There are some important results from this research: (1) Using the parameters gained from the genetic algorithm method, the simulating rule could simulate the pattern of land use of some urban areas. (2) The zoning in the simulated area would influence the appearance and the pattern of land use. It would limit the development of the industrial land-use and affect the fractal pattern of the commercial land-use. (3) After comparing the spatial patterns of simulation and the one-way ANOVA, the research considered that the effect of the zoning is not mainly on the fractal pattern of the land use, but on the location.
