In this research, we employed the multi-regression, Cluster analysis, Discriminant analysis, and the Gini index to verify the hypotheses we proposed. The test data we used are collected from various countries during 1990 to 1995. There are four purposes in this research.: 1.To understand the factors of the ratio of higher education during the years from 1990 to 1995. 2.To discriminate and cluster the countries of the higher education quantity by 6 collected ratio divisions of higher education. 3.To analyze and compare the equality of the distribution of higher education and the fairance of higher education opportunity in different geographical regions by employing the Gini index. 4.Try to postion Taiwan in a world scale by reviewing the data from various countries. 5.To present some solid policy and suggestions in this concern.. Four results are presented in this research. 1.We find that they are cross-related among the ratio of educational expenditure, per capital income, Average annual growth rate of GNP per capital, the GDP ratio of educational expenditure, population growth ratio, and fertility ratio. 2.To cluster 57 various countries into 3 categores(high, middle and low higher education quantity) by the ratio of higher education, we got a result as close to the reality as 98.2%. 3.All the Gini indexes we obtained from the ratio of higher education are between 0.1273 and 0.4815. The order for the index-value of the continents during 1990 to 1994 is Europe, Asia, America then Africa. We find the equality of higher education opportunity in Europe is higher than the others. 4.We find Taiwan in the category of middle higher education quantity.
