A Comparative Study on the College Entrance Policy Developments Between Taiwan and USA by the Viewpoint of Organizational Authority and Responsibility

The purposes of this dissertation are to explore the college entrance policy developments in Taiwan and USA focusing on the viewpoint of organizational authority and responsibility, to put forward the hypotheses according the existed theories, to test the effectiveness of the hypotheses by the material of the college entrance policy developments in Taiwan and USA, and to discuss the possibilities of policy transfer under the concept of contingency. The structure of this dissertation is as follows. On one hand, the hypotheses with five sub-statements are proposed, which are deduced from the critical philosophy of history, the functional method of N. Luhmann, and dialectic as ontology. On the other hand, the five sub-statements are tested by the collected documents of the college entrance policy developments in Taiwan and USA. The five sub-statements are as follows: 1. By the viewpoint of the changes of organizational authority and responsibility, the college entrance policy developments in Taiwan have the character of dialectic, and different stages have different background and solution. 2. By the viewpoint of the changes of organizational authority and responsibility, the college entrance policy developments in USA have the character of dialectic, and different stages have different background and solution. 3. There are differences in the college entrance policy developments in Taiwan and USA, which shows on the whole connection of criteria, stages, background, and solution. 4. The solutions of the college entrance policies in Taiwan and USA are based on contingency. 5. The transfer of the college entrance policies between Taiwan and USA is conditioned by their own contingency. This dissertation accepts the five sub-statements; it also proposes suggestions for administration and research. Three suggestions for administration are as follows: 1. The ministry of Education of the Republic of China (MOE) should consider introducing more college entrance examination centers to solve the problem of examination monopoly. 2. The Joint College Entrance Examination committee should try to clear up the relationship with the College Entrance Examination Center (CEEC), and to precisely define its work by means of contract. 3. The conception of holding entrance exams several times within a year should be taken into consideration. Additionally, four possible themes for advanced research are suggested as follows: (1) the structure and function of CEEB, ETS, and ACT; (2) the relevant comments on the admission systems in USA; (3) the topic of policy transfer based on contingency; (4) a comparative study on the juridical position of the universities between Taiwan and the other countries.
