Organization and Institutional Environment: The Case of yungkang city Government

Township is the basic self-government body in our country. Under the democratic and political system, township is the most closely governmental level and symbolized as the people’s voices. However, owing to the weakness of responsibility, township only has the title of autonomy, but no practical rights for it. With the changing of social-economy, culture, and the environment, township often comprised with the city governmental planning and implementation in the need of external environmental changing and the profitable organization, and resulted in the underdeveloped phenomenon and lacked of the perspectives in the constructive planning. Youngkangcity was established in 1946. After the elaboration of 40 years, Younkangcity, which population was over 150,000, was upgraded to the county and transformed into the economical township. At the early stage, organization was considered as a close organizational system and had no relationship with the environment. With the changing of the society, the relationship between the organization and the environment is more and more closely. Thus, this study aims to explore the organizational changing through the perspectives of institutional theory, organizational leader, and organizational inertia to build up the research framework of the organization as the basis of the case study. The research findings are described as follows: 1.The institutional environment changing and the leader’s style wore down the Youngkangcity’s finance. 2.The institutional problems made Youngkangcity become the city government with responsibilities, but no practical rights in reality. 3.The planning of administrative divisions limited the governmental policy. At the age of democracy and the technological development, institutional environment, which is one of the important factors, influenced the organizational changing. However, the public institution must be adapted with the institutional environment changing so as to suit for the changeable society appropriately.
