A study on the e-government website management-Take the Taiwan local government as an example

Popis: | 92 Under innovation development of the information science and technology, every government department starts to eliminate traditional bureaucracy through information science and technology. The Executive Yuan specially impels the "e-government" policy. For implement, one of the important measures is to plan the service website from central government to local authority. However, whether these websites have represented individual superiority and characteristic, portrayed the new image of "e- government", and realized the goals and the benefits are questionable. For more exploration, the study analyzes and compares the bureaucratic model and e-government, further interprets the government’s ability to practice new management pattern through information technology. From the website content analysis, the study first identifies Taiwan’s official website characteristics. Next, by the investigation on the official web masters, the study understands the effects of internal determination. Examining both methods, the study has revealed the advantage and disadvantage while the government practices new management pattern through information technology and provided the local authority reference for management. According to the result analysis, the characteristic of the Taiwanese local governemtn website can be divided infor forur: hing electronical, electronical servies, low electronical, innovation leads. The characteristic factor that influence the website furthermore has: the administration, the leadership, the comprter equipment, and the budget supports, are five factors to make notable difference among different design- oriented websites. The study result demonstrates that under e-government promotion, an organization obtains the more agreement from internal administration, external support, and official approval, the more user-friendly websites can be seen. |
