In recent years, both local and foreign academic circles, and governments have been paying increasing attention to human resources management, efficiency and management, and government privatization. As the national policy performer, the great number of frontline civil servants know the demands and expectations of the people they are the government’s contact window to its constituency, and through them the general public perceives what kind of government they have and how well it is run. In 2001, at the National Administration Innovation Conference, “the approach of reforming the appraisal system and implementing the Performance Bonus system to rectify government’s performance management system” was recommended at the end of the discussion of the ‘administrative culture’ issue. Consequently, starting 2002, all levels of entities and agencies from local to central government initiated a pilot performance- bonus, System, and by 2003, it had been implemented at full scale. Using civil servants in Five cities of Miao-Li county as the sample for the study, the paper reviews relevant motivation theories as framework and designs a questionnaire as the survey instrument for data collection and analysis, in an attempt to determine if the Performance Bonus System has met the expectation of the frontline civil servants, if their morale has improved since implementation, and if the reward program has achieved its expected objectives. And, finally, it is the hope of the researcher that the findings of the study can be considered a reference for governmental decision makers.
